Perspective and challenges of Polish-Ukrainian cross-border logistics and trade

Date: 19th of December 2023

10 AM CET time

Introduction.

According to the latest survey, obstacles at the EU - UA borders have been and continue to be a major problem for transporting Ukrainian products. At present, trucks wait even 10-15 days in electronic queues at a border to be cleared. In Poland, the main border crossing points are severely disrupted by protesting road carriers. This is an important barrier for the Ukrainian and international partners to continue smooth operations within the EU-UA Solidarity Lanes.

According to the information obtained from the businesses, the most promising alternative export routes are via Slovakia, Hungary and Romania. The border between Ukraine and Moldova has many road crossings through which trucks can move freely. But these directions are not without barriers that make the logistics processes complex, cumbersome and costly. The same challenges stem from the limited rail capacity and lack of interoperability between the rail systems in Ukraine, Baltic countries, and other neighboring EU Member States.

Event description.

To ensure business continuity in the context of EU – UA Solidarity Lanes, finding alternative approaches and solutions for transporting products from and to Ukraine becomes an urgent topic for the Ukrainian and International companies, not only for stakeholders operating in the freight transport and logistic sector, but also for relevant agrifood producers.

Aspects that need to be addressed in the discussion include:

- Overview of export and import between Ukraine, Poland, and other relevant Member States.

- Alternative routes and logistics solutions that can be used in this situation.

- Challenges related to the Ukrainian railway, road, and transshipment infrastructure.

The event will be divided in two parts:

First part: Discussion on the aspects presented above.

Second part: Business matchmaking based on presentations by invited companies.

The Danube and Black Sea ports and its role for Ukrainian agricultural export: new possibilities and prospects of international logistics, cooperation with EU logistic ecosystem

Ukraine is a major grain grower and exporter but production has fallen sharply since Russia's full-scale invasion in February 2022.

With a working grain corridor, about half of its agricultural exports are shipped via Black Sea ports, a quarter pass through its Danube ports and a quarter go via its western border.
Today the main question that face Ukrainian exporters and international partners – How to reach pre-war export levels and export to the most remote countries of the world.
During times of conflict, such as the ongoing war in Ukraine, the role of Danube and Black Sea ports in facilitating agricultural exports can be particularly challenging but also crucial for sustaining the economy and ensuring food security.
The Danube and Black Sea ports one of the most important way for to rebuild logistic and transport sea port infrastructure, in the frame of events experts will inform participants regarding the main questions and highlights the main topics namely:
• Accessibility to Global Markets: The Danube and Black Sea ports provide Ukrainian agricultural producers with access to global markets, allowing them to export their goods to various destinations around the world. These ports serve as gateways for Ukrainian agricultural products to reach customers in Europe, Asia, and beyond.
• Efficient Transportation: Sea transport offers a cost-effective and efficient means of transporting large volumes of agricultural goods over long distances. Bulk shipments of grains, oilseeds, and other agricultural commodities can be easily transported via sea vessels from Ukrainian ports to international markets.
• Capacity for Bulk Cargo Handling: The infrastructure of Danube and Black Sea ports is well-suited for handling bulk agricultural cargo, such as grains, oilseeds, and fertilizers. Specialized terminals equipped with grain silos, conveyor systems, and loading facilities enable efficient loading and unloading of bulk shipments, ensuring quick turnaround times for vessels.
• Multimodal Connectivity: The Danube and Black Sea ports are integrated into multimodal transportation networks, allowing for seamless connectivity with other modes of transport, such as rail and road. This multimodal connectivity facilitates the efficient movement of agricultural goods from production areas to ports and onwards to final destinations.
• Market Diversification: Sea transport via Danube and Black Sea ports enables Ukrainian agricultural exporters to diversify their export markets by reaching customers in different regions of the world. This diversification helps mitigate risks associated with dependence on a single market and enhances the resilience of Ukraine's agricultural sector to global market fluctuations.
The main objectives of the event:
1. Describe current situation with the logistic and port infrastructure
2. Discussing new potential ways and perspectives of cooperation with the EU ports and logistic ecosystem for delivering UA agro products
3. Presenting potential cooperation, partners and products.
4. B2b negotiations in the frame of the UA/EU Solidarity lanes matchmaking platform.

From the Raw Materials Transport System to Intermodal Transportation: Changes and Modernization in the Railway Sector to increase export and import to/from the EU

Ukraine's railway transport is crucial for its economy, especially in the War period. In particular, it is important for the export of raw materials, and import of products such as fuel and coal.

As Ukraine aims to increase its trade exchange with the EU, several changes and modernization efforts in the railway transport system are necessary. These efforts include adopting intermodal and container transportation solutions in order to boost exports. In this way, rail can become an even more important alternative to maritime transportation, which is particularly important in case of disruptions at the Black Sea. However, the challenges related to transporting goods by rail remain.

The main goals of the event are:

  • to provide UA and EU participants with the main tendencies and changes in the railway transport infrastructure that will lead to an increase in railway transportation, including in relation to the modernization of railway tracks in Ukraine
  • to present the main data, tendencies, and rules for the adoption of Intermodal Transportation Solutions in the railway system
  • to discuss the opportunities and challenges related to the export and import of goods by rail from Ukraine to/from the EU from the perspective of companies involved in rail transportation
